Due to the severe shortage of funds for school construction development, the Flemish government was forced to search for an alternative solution in shortening the long waiting list and demands for schools.  A PPP (Private Public Partnership) construction agreement was thus created to address the shortages.
‘Scholen van Morgen’ is the public-private partnership between the Flemish government and AG Real Estate & BNP Paribas Fortis, structured together through’ DBFM Scholen Van Morgen nv’. The program includes the design, construction, financing and 30-year maintenance of 182 school construction projects. AG Real Estate acts as the managing principal. Every ‘Scholen van Morgen’ school is a unique project based on local needs and vision, and meets all modern requirements in terms of durability, comfort and flexibility.

Boydens Engineering is a partner in the construction team providing designs for 21 schools and providing assistance to various contractors for 16 other school projects. Together accounting for 22% of the total Scholen Van Morgen construction program mandate for the Flemish region.

The schools are built according to the DBFM formula. ‘DBFM Schools of Tomorrow nv’ is responsible for the design (Design), construction (Build), finance (Finance) and the 30-year maintenance of the school buildings (Maintenance). During this 30-year period, the school board pays an annual mortgage fee and upon completion of this 30-year contract, the ownership of buildings will be transferred without any additional cost to the school board.
